It's been a long time coming. People first started harnessing the sea's power at least as long ago as AD900, with water mills placed over tidal rivers to grind cereals into flour.

The first river-based scheme centred on building a barrage across the river mouth to trap a head of water at high tide, letting it escape through turbines in order to drive generators. In the mid-1960s, one such scheme began operation in Brittany in northern France and still supplies most of the region's electricity. Another has been proposed for Canada’s Bay of Fundy, which has the largest tidal range in the world. But barrages have been found to cause serious environmental problems. They prevent fish migration and ruin sensitive habitats, which are located between low and high tide lines. This isn't the only drawback. The building of an 8,640-megawatt scheme — enough to supply electricity to more than 8 million homes in the UK — has been proposed for the Severn Estuary, which has the world's second highest tidal range. But the plan is on the shelf, pan because the estuary route is one of the main outlets for human waste from central England and Wales. Plugging it could thus produce the world's most disgusting body of water.
