A In the mid-1870s no urban centres existed on the prairies of western Canada, and rural settlement was the focus of the federal government’s attention. Eastern agricultural land was almost full to capacity, while in the west there was plenty of room for the sons and daughters of eastern farmers to construct their own homesteads. In addition, eastern farmers and politicians viewed the virtually unpopulated west as a prime location for expanding the country’s agricultural output, especially in terms of wheat to serve the markets of eastern Canada.
B To bolster Canada’s population and agricultural output, the federal government took steps to secure western land. In 1870 a large tract of land was purchased from the company that owned it. Two years later, a law was introduced enabling settlers to acquire free land. From 1873 the west also had a police force created by the government — the ‘Mounties’. All of these initiatives attracted settlers to the west, and particularly to the area of Manitoba. Aside from eastern Canadian farmers and British immigrants, Europeans escaping poverty or religious persecution constituted the first settlers to arrive in western Canada, together with some Icelanders escaping from volcanic eruptions.
C Settling the west made imperative the construction of a railway to connect Canada’s two coasts. The railway would work to create an east-west economy, in which the west would feed the growing urban industrial population of the east, and in return become a market for eastern Canada’s manufactured goods. The railway was constructed in the first half of the 1880s, opening in 1885.
